Bullet Resistant- Blast Resistant " Window Film".

Bullet Resistant " Window Film". We are just amazed at the number of Window Film companies that advertise that their thin films are "Bullet Resistant" and or can offer protection from large Bomb Blasts, such as what took place in Oklahoma City a few years back. The truth is, it is impossible for any type of "Window Film" to offer real Ballistic Protection at all. Window film resists forced entry and prolonged attack from hammers, hatchets, baseball bats, sledge hammers pick ax, etc. Window Film works very well for this narrow application. We have to wonder who they can sleep at night after making ridiculous claims.

Bulletproof Glass is a colloquial term for glass that is particularly resistant to being penetrated when struck by bullets. However there is no such thing as "BulletProof". The correct term is "Bullet Resistant". True Bullet Resistant Glass is made by laminating multiple layers of glass bonded together with high adhesion bonding interlayers of polyvinyl butyral, polyurethane or ethylene-vinyl acetate. This process is done under heat and pressure in an autoclave.

Bullet Resistant Glass is then tested to specific ballistic threats as set by the National Institute of Justice [ N.I.J.] and Underwriters Laboratories [ U.L.] threat levels. And are independently tested by a certified ballistic testing lab. The most recognized is H.P. White Laboratories Inc., or University of Dayton Research Institute. We have never seen any Window Film Company produce the required Ballistic Test Reports, which is the norm for all Bullet Resistant Glass Manufacturers. They proclaim to have done numerous "BackYard" tests. Some of these so called testers have made the claim the their films slow down the projectile? what....!! your still dead.........!

Real Bullet Resistant Glass can offer protection from small caliber handguns such as .22, 9mm, .44 magnum up to a .50 caliber armor piercing rifle rounds . The thickness of Bullet Resistant Glass can be from .825" thick to over 5" thick and weigh anywhere from 8.89 lbs per sq. ft. to over 50 lbs per sq. ft. False claims by Window Film manufacturers can get people killed. Check with any Bullet Resistant Glass Manufacturer to independently verify this statement.


With regards to "Blast Mitigation" this is a highly specialized area of protection. U.S. Military and Government Contractors such as Lawrence Livermore National Laboratory, Los Alamos National Laboratory, Pine Bluff Military Arsenal, U.S. Army Aviation & Missile Command, Redstone Arsenal, and Ballelle Memorial Institute are working to design protective systems to counter such threats. Window Film is not a proper solution for such a massive threat.

One company called "Glass Strengthening Systems" has made an absolutely ridiculous claim that they did a "Private Test" using 1400 pounds of explosives, and that their "Film" stopped any penetration at 184 feet. I wonder if they had a failure at 185 feet. First, one must wonder how in the world Glass Strengthening Systems could legally obtain 1400 pounds of explosives, let alone detonate them with out proper sanctioning from ATF. Why was this done as a "Private" un sanctioned test. Professionally speaking any "REAL" tests of this manor would be carried out under very strict protocol, under supervision of the U.S. Government, and independently tested by a certified ballistic testing lab. Where is the test data, and certification ?

Kevlar Ballistic Fabrics

Extensive market research has indicated that there is a large demand for Kevlar Ballistic Fabrics, that has largely been unfilled or supplied by companies with little or no experience in Bullet Resistant Products, as such we will be adding a new line of Kevlar Fabrics to our website in the next few days. Ballistic Fabrics

Kevlar® is a para-aramid fiber which displays excellent dimensional stability over a wide range of temperatures for prolonged periods. Even at temperatures of 320° F (160° C) Kevlar® shows essentially no embattlement or strength loss. Kevlar® fiber also has excellent dimensional stability with a slightly negative coefficient of thermal expansion (-1.1 X 10-6/° F or -0.2 X 10-6/° C). Kevlar ® fiber does not melt or support combustion but will start to decompose at about 800° F (427° C).

Kevlar® 29 &129 are tough yarns which are better suited for ballistic protection and are used both in soft body armor applications such as personal protection ballistic vests, and as robust reinforcements for a variety of hard armor applications, racing helmets, ballistic helmets, spall panels, ballistic blankets and electronic housing protection. This Style Kevlar has also been used in many industrial type applications.

Our Fiberglass Ballistic panels are manufactured using multiple layers of fiberglass cloth or woven roving that are bonded together with a pre impregnated resin under heat and pressure to form a ridged Bullet Resistant / Bullet Proof Panel. This is the same fiberglass that boats are made from, only with many more layers of the Fiberglass cloth used in the process.

What are some common design applications for Bulldog Fiberglass Ballistic Panels? Bullet resistant panels or sheathing are specified in many design situations. The more common applications include, Judge's Benches, courtroom protection for the Jury area and the Witness Box, within the woodwork of Tellers cages or counters in banks, as a bullet proof barrier or wall within government buildings, police stations, District Attorney's offices, U.S. Marshals offices, FBI and ATF offices, guard houses, control rooms within prisons, convenience stores, check cashing stores, etc. Bulldog Fiberglass Ballistic Panels are sometimes used within high-end residences to make a "safe room". Our Fiberglass Ballistic Panels are designed to allow entry of the bullet (non-ricochet), and then defeat the energy of the bullet through a controlled process of ply-delamination. The correct ratio of fiberglass to resin, and the right amount of heat and pressure during that each layer of woven roving fiberglass will delaminate from one another and allow for a controlled, non spalling encapsulation of the bullet within the panel. The kinetic energy of the bullet is released or dissipated through this ply-release or delamination process.

Compared to older more traditional bullet resistant building materials such as plate steel, concrete or cinder blocks with sand, our Fiberglass Ballistic Armor Panels offers a lot more utility and ease. The panels are fairly lightweight ( 4.5 lbs per square foot @ UL Level 2 ), can be easily cut, drilled, sanded, painted, textured, and are more compatible with other wood or gypsum materials. Regular jobber drill bits can be used for drilling, masonry or diamond grit-edge blades for sawing, and our Fiberglass Ballistic Panels can be secured to wood or steel studs using a #6 or #8 self-drilling drywall screw or decking screw.

Fiberglass Ballistic Panels can be primed and painted with oil or water based paints, can be glued to other surfaces with Liquid Nails adhesives, and can be covered with drywall, wood panels, or literally any type of wall covering. Bomb Suppression Blanket

The Bulldog 14000 Series Bomb / Fragmentation Suppression Blanket is made with layers of Kevlar woven ballistic fibers stitched together to form a "blanket", the blanket stays flexible and can be easily fit and formed to cover any suspicious package or object. Kevlar woven ballistic fibers are Fire Proof and will not burn from bomb blast detonation.

With the multiple layers of Kevlar fabric being stitched together rather than being bonded under heat and pressure as our Kevlar©, Flex-Pro and Spectra Shield Vehicle Armor Panels are, the Bulldog 14000 Series Bomb / Fragmentation Suppression Blanket are better able to move and flex with a blast impact.

Only Approx. 3/8" Thick. Manufactured with "Special" finely woven Kevlar ballistic fabric that is designed to be very flexible, thin and easily form to the contours of any suspicious package or object.

Removable / Replaceable black nylon outer cover are standard. No need to replace the whole blanket if just the out cover is damaged.

The Bulldog 14000 Series Bomb / Fragmentation Suppression Blankets are standard with 4 handles / straps to help secure the blanket once you have placed it over your suspicious package or object.

Bullet Resistant Glass is particularly resistant to being penetrated when struck by bullets. Bullet-resistant glass is usually constructed using a strong but transparent material such as polycarbonate thermoplastic or layers of laminated glass, a material with a transparency behavior of standard glass but offers varying degrees of protection from arms fire.

The polycarbonate layer is usually sandwiched between layers of regular glass. The use of plastic in the laminate provides impact-resistance, such as physical assault with a hammer, an axe, etc. The glass flattens the bullet and thereby prevents penetration.

Our Fiberglass Armor panels are manufactured using multiple layers of Fiberglass cloth or woven roving that are bonded together with a pre impregnated resin under heat and pressure to form a ridged Bullet Resistant / Bullet Proof Panel. This is the same fiberglass that boats are made from, only with many more layers of the Fiberglass cloth used in the process.

What are some common design applications for Bulldog Fiberglass Armor Panels? Bullet resistant panels or sheathing are specified in many design situations. How does Bulldog Fiberglass Armor Panels actually stop a bullet?
Bulldog Fiberglass Armor Panels are designed to allow entry of the bullet (non-ricochet), and then defeat the energy of the bullet through a controlled process of ply-delamination. The correct ratio of fiberglass to resin, and the right amount of heat and pressure during that each layer of woven roving fiberglass will delaminate from one another and allow for a controlled, non spalling encapsulation of the bullet within the panel. The kinetic energy of the bullet is released or dissipated through this ply-release or delamination process.

How easy is it to work with these panels?
Compared to older more traditional bullet resistant building materials such as plate steel, concrete or cinder blocks with sand, Bulldog Fiberglass Armor Panels offers a lot more utility and ease. The panels are fairly lightweight ( 4.5 lbs per square foot @ UL Level 2 ), can be easily cut, drilled, sanded, painted, textured, and are more compatible with other wood or gypsum materials. Regular jobber drill bits can be used for drilling, masonry or diamond grit-edge blades for sawing, and ourBulldog Fiberglass Armor Panels can be secured to wood or steel studs using a #6 or #8 self-drilling drywall screw or decking screw.

Vehicle glass has always been the weakest link when it comes to protecting any passenger vehicle.
All automotive side and rear glass safety standards are set by the Federal Government. These standards call for all side and rear glass to, when broken, not break into shards that have dangerously sharp edges that can injure passengers. Standards call for tempered glass to be used for side and rear windows. Tempered glass is plate glass that has been heated to a high temperature and then quenched quickly in oil. Tempered glass breaks into small round pebbles with no sharp edges, However this does not provide any protection for the vehicle occupants except from the weather!

TA Glass: is standard 5/32 auto glass backed with thin layers of polycarbonate that are bonded to the inside of the vehicle glass with polyurethane bonding interlayers. LTA offers anti-penetration protection: is Impact break resistant LTA resists forced entry and prolonged attacks from hammers, hatchets, baseball bats, pipes, sledge hammers, pick ax, and protection from thrown objects such as rocks, bricks, bottles, cinder blocks, molotov cocktails, etc., as well protection from theft!
LTA comes in two levels of protection: 6 mm [ anti-penetration; "smash & grab" protection ] and LTA 13mm. LTA 13 mm provides all of the above protection but with the addition of protection from small powered hand and shotgun rounds.

Land Mine / Blast Protection: VFI (Variable Function Insert ) - a solid rubber insert that fits securely around a multi-piece, "flat base" rim. The device is inserted into a tubeless tire, which is in turn fitted around the wheel, thus becoming an "assembly" of complimentary components all designed to work together to provide optimum mobility. Two types of wheels are satisfactory for use in this "assembly" either a "2 piece bolt together" or a "3 piece lock ring style" which utilizes a lock ring and side ring to secure all the parts together. Curved Bullet Resistant Glass
is a Glass-Clad Polycarbonate multi- ply composite laminate combing Polycarbonate and Glass using special polyurethane high adhesion bonding interlayers which allow or the expansion / contraction differential of both materials. This special interlayer and the manufacturing process are key elements in controlling the 10:1 thermal expansion ratio. This design allows us significant latitude to almost any Ballistic Threat from .9mm handguns to .30-06 Armor Piercing Rounds. Combining the the obvious advantages of glass and Polycarbonate provides 3 primary benefits over ALL-Glass composites. #1= Thickness and weight savings up to 60% over conventional ALL-Glass systems. #2= Multiple impact protection ,and high ballistic protection from rifles. #3= The high structural integrity of Polycarbonate with the abrasion, chemical, flame resistance of Glass.

Polycarbonate is plastic material 30 times stronger than acrylic which is 17 times stronger than an equal thickness of single strength glass. Polycarbonate ,therefore,is an excellent impact barrier and is used as the core material of our Bullet Resistant composite. Polycarbonate is susceptible to abrasion, scratching, chemical attack, heat or flame. Polycarbonate alone is not an effective ballistics barrier above handgun protection. Our solution is a combination o these materials to take advantage of their benefits while eliminating their individual shortcomings.

Dyneema Armor Panels

Dyneema / Spectra Shield© 50"x63" Vehicle Armor Panels are the strongest, lightest, composite ballistic material made today! Spectra Shield isn't a woven fabric like most ballistic materials i.e. [ Kevlar] used today! But instead, a thin,flexible ballistic composite made from two layers of unidirectional fibers held in place by flexible resins. These fibers are arranged so they cross each other at 0 and 90 degree angles, then, both fiber and resin layers are sealed between two thin sheets of polyethylene film similar to sarran wrap. Spectra Shield is ten times stronger than steel.

Dyneema / Spectra Shield composite armor panels are readily cut and fabricated using commonly available tools [saber saw with a knife blade will easily cut the panels.] The panels can then be glued in place, or installed with screws, nuts and bolts, etc. Butt joints are ballistically weak, reinforce them with a min. 4" wide strip of same level of material to cover any gaps in the panels.

Our Dyneema / Spectra Shield panels panels were tested behind .040 aluminum panels, go to next higher level of protection for stand alone applications.

Kevlar Armor Panels

Kevlar :50"x41" Vehicle Armor Panels. The big breakthrough in the development of modern ballistic armor was the creation of the aramid fibers called "KEVLAR" Kevlar is the registered trade name used by Du Pont for the aramid fiber. Kevlar was originally marketed for use in strengthening radial tire belts but soon found applications in protective clothing, cables, and protective housings for equipment. Because Kevlar is a flexible fiber, it can be woven into cloth, Such cloth is strong enough to stop high-speed projectiles and -in layers- will stop bullets. Kevlar composites will stop most handgun rounds up to .44 Magum.

On January 18 and 19, 2010, 16 indictments of executives and employees of companies engaged in the production of goods for military and law enforcement were unsealed and 22 defendants were arrested as part of an FBI investigation into allegations that the individuals had violated the Foreign Corrupt Practices Act (“FCPA”). In connection with the investigation, the FBI executed 14 search warrants across the country, including in Florida, Arkansas, Georgia, Kentucky, Pennsylvania, and Virginia. Also, the United Kingdom’s City of London Police executed seven search warrants related to their own investigation into the same activities at some of the same companies.

The indictments allege that the defendants participated in a scheme to pay a 22% commission to a sales agent who represented the minister of defense for a country in Africa in order to win part of a $15 million deal to provide products to the country’s presidential guard. The defendants were told that half of the commission would be paid directly to the minister. The defendants allegedly agreed to create price quotations that represented the true costs of the goods plus the commission, as well as price quotations that only included the true price of the goods. In addition, according to the indictments, the defendants agreed to participate in “test” deals to show the minister that he would personally receive the 10% bribe. Unbeknownst to the defendants, the sales agent with whom they were arranging payments was an undercover FBI agent, and there was no involvement by any minister of defense.

While the United States Department of Justice's (“DOJ”) press release does not provide the names of the companies that the defendants worked for, from the description of the individuals, it is clear that multiple companies were involved. The DOJ's press release describes the individuals as follows:

Daniel Alvirez, 32, and Lee Allen Tolleson, 25, the president and director of acquisitions and logistics at a company in Bull Shoals, Ark., that manufactures and sells law enforcement and military equipment;
Helmie Ashiblie, 44, the vice president and founder of a company in Woodbridge, Va., that supplies tactical bags and other security-related articles for law enforcement agencies and governments worldwide;
Andrew Bigelow, 40, the managing partner and director of government programs for a Sarasota, Fla., company that sells machine guns, grenade launchers and other small arms and accessories;
R. Patrick Caldwell, 61, and Stephen Gerard Giordanella, 50, the current and former chief executive officers of a Sunrise, Fla., company that designs and manufactures concealable and tactical body armor;
Yochanan R. Cohen, a/k/a Yochi Cohen, 47, the chief executive officer of a San Francisco company that manufactures security equipment, including body armor and ballistic plates;
Haim Geri, 50, the president of a North Miami Beach, Fla., company that serves as a sales agent for companies in the law enforcement and military products industries;
Amaro Goncalves, 49, the vice president of sales for a Springfield, Mass., company that designs and manufactures firearms, firearm safety/security products, rifles, firearms systems and accessories;
John Gregory Godsey, a/k/a Greg Godsey, 37, and Mark Frederick Morales, 37, the owner and agent of a Decatur, Ga., company that sells ammunition and other law enforcement and military equipment;
Saul Mishkin, 38, the owner and chief executive officer of an Aventura, Fla., company that sells law enforcement and military equipment;
John M. Mushriqui, 28, and Jeana Mushriqui, 30, the director of international development and general counsel/U.S. manager of an Upper Darby, Penn., company that manufactures and exports bulletproof vests and other law enforcement and military equipment;
David R. Painter, 56, and Lee M. Wares, 43, the chairman and director of a United Kingdom company that markets armored vehicles;
Pankesh Patel, 43, the managing director of a United Kingdom company that acts as sales agent for companies in the law enforcement and military products industries;
Ofer Paz, 50, the president and chief executive officer of an Israeli company that acts as sales agent for companies in the law enforcement and military products industries;
Jonathan M. Spiller, 58, the owner and president of a Ponte Vedra Beach, Fla., company that markets and sells law enforcement and military equipment;
Israel Weisler, a/k/a Wayne Weisler, 63, and Michael Sachs, 66, owners and co-chief executive officers of a Stearns, Ky., company that designs, manufactures and sells armor products, including body armor; and
John Benson Wier III, 46, the president of a St. Petersburg, Fla., company that sells tactical and ballistic equipment.
Each of the defendants was indicted on charges of conspiracy to violate the FCPA, conspiracy to engage in money laundering, and substantive violations of the FCPA. The indictments also seek criminal forfeiture.

These indictments, searches, and arrests are notable for several reasons. First, the indictments represent the first large-scale use of undercover law enforcement techniques to bring an FCPA enforcement action and the largest single investigation and prosecution against individuals by the DOJ. There is also every indication that more such operations will follow given Assistant Attorney General Lanny A. Breuer’s warning that, “[f]rom now on, would-be FCPA violators should stop and ponder whether the person they are trying to bribe might really be a federal agent.”

Additionally, the indictments possibly mark the beginning of a new focus on the military and law enforcement products industry. In the past, the DOJ has launched industry-wide investigations after it discovered that a few industry players had potential FCPA issues. It is safe to say that this industry should prepare for increased FCPA scrutiny.

Finally, these indictments are yet another example of cooperation between U.S. law enforcement officials and those in the United Kingdom in investigating and enforcing anti-corruption laws.

FBI arrests 21 In Las Vegas in foreign bribery sting

WASHINGTON, Jan 19 (Reuters) - U.S. authorities accused 22 people, including an executive for Smith & Wesson Holding Corp (SWHC.O), with violating federal bribery laws involving the sale of various arms, the U.S. Justice Department said on Tuesday.

The indictments charged the individuals, including Smith & Wesson Vice President for Sales Amaro Goncalves, with violating the Foreign Corrupt Practices Act and conspiracy to commit money laundering involving the sale of items including guns and body armor.

Also charged was the chief executive of Protective Products of America Inc (PPA.TO), R. Patrick Caldwell, who previously worked for the U.S. Secret Service for 27 years and was the special agent in charge of the division for the vice president's protection.

That company filed for bankruptcy protection last week and sought approval to be acquired by an affiliate of the private investment firm Sun Capital Partners Inc.

The indictments, filed in December, were unsealed by a U.S. judge on Tuesday and follow undercover operations last year. The individuals were arrested on Monday in Las Vegas and Miami.

In the case involving Goncalves, an unidentified business associate who was a former executive for an arms manufacturer arranged a meeting between Goncalves and two undercover FBI agents who posed as representatives of an unnamed African country's minister of defense, the indictment stated.

The agents told Goncalves that in order to win a contract for the sale of guns he would have to add a 20 percent "commission" to price quotes, half of which would go to the purported minister of defense and the rest would be split between the others, according to the indictment.

Goncalves provided price quotes for two sales, a small one of 25 guns and a larger one with 1,800 pistols. He gave two price quotes for the transactions, including one that had its price inflated by 20 percent, the indictment said. (Reporting by Dan Margolies and Jeremy Pelofsky, editing by Gerald E. The FBI arrested 21 people Monday in Las Vegas in what is being described as the largest single investigation and prosecution against individuals in the history of the Justice Department's enforcement of the Foreign Corrupt Practices Act.

Those individuals and another person arrested in Miami are executives and employees of military and law enforcement products companies who were indicted for engaging in schemes to bribe foreign government officials to obtain and retain business, the Justice Department announced today.

In connection with the FBI's undercover operation, 16 indictments were unsealed today. The indictments were returned on Dec. 11 by a grand jury in Washington.

All 21 of the individuals arrested in Las Vegas had been attending the 2010 Shooting, Hunting, Outdoor Trade Show and Conference, which runs from today through Friday at the Sands Expo & Convention Center. All were arrested off-site at an undisclosed location in the city, federal authorities said at a press conference held in Washington.

The maximum prison sentence for the conspiracy count and for each FCPA count is five years. The maximum sentence for the money laundering conspiracy charge is 20 years in prison.
